That sounds about right. This one has two LEDs, but it could be a similar setup. Oh well, it seems to be charging fine.

Both chargers are identical and have two lights, a red light to indicate that the battery is charging and a green light to indicate that the battery is charged. One charger has four contacts and works perfectly. The charger on question has three contacts and a hole where the other should be.

I've looked into this quite a bit, and as far as I can tell it doesn't. That said, I read somewhere (not necessarily a reliable source) that using wideband radios to talk to the bubble packs will not work because the bubble packs are narrowband.
