You will need QA00583 - Bluetooth if you want to use bluetooth at all. You have the option in the CPS to only turn on BT for mission critical devices or commercial BT devices, or both.

You must purchase the option with the radio or add the option to the radio to have it turned on. Then it has to be enabled in the CPS to actually use it.

For the power cycling issue, check the ignition sense setting in the CPS. It sounds like it is set to require ignition to power up.
