While I realize this is two years from the last post,
In the RSS there is usually an option for PAC-RT which disables the transmit PL on the handheld. Other than that, not sure about the guts of the PacRT, yet.

MT1000 programmed wrong, now dead, help?
have an MT1000 VHF that WAS in the 136-151 MHZ range, and some moron thought it could be redone to the 146-174 range. NOW have a non-readable radio with the software.....
