The City of N.Y. Police Dept went to great lengths in their testing of many different brands and models of radios to REPLACE older Motorola radios that are dying. You could be right but our shop built ( Lights, sirens, equipment racks, push bumpers, radio installs, cell phones, Sat Phones etc ) quite a few of these trucks for ATF. They got them from the U.S. Air Force as part of a drug interdiction agreement.

You might be right but a keyloader cable would have a connector like an sts speaker mic. This cable has a DB-25 on one end and a 10 pin connector like the spectra mic has.
