is it normal when one slot is being used that both tx A and B are light

If you're in simplex I think that TRBO runs at 12.5 kHz in that mode.

Yes, both slots are always lit in repeater operation.
No trees were harmed in the posting of this message...however an extraordinarily large number of electrons were horribly inconvenienced.

The subscriber units are the ones that pulse on/off. The repeater transmits continuously if there is a signal on Slot A or Slot B. That is the beauty of the repeater in that you can use a Class C amplifier.
