SL300 will not receive or transmit

Perfectly good working SL300 suddenly will not receive or transmit. I have cloned it with a good working SL300 and I still get the same issue. Long error tone when PTT button is pressed. Reads and writes with no problem and have checked CPS over and over again for errors in PL's or unmute rules with nothing being found. Has anybody else had this issue? Am I missing something?
