APX8000 Encryption Unmute

I'm having a problem with two APX8000 portables. The radios do not consistently receive traffic on encrypted talk groups. They transmit on the encrypted talk groups without a problem. We've verified all the keys are correct, they are selected appropriately in the personality, there are no switches or buttons that turn on or off encryption. I've tried everything I can think of including the affected personalities the the secure wide. Has anyone else ever run into something like this? Have any ideas on how to fix it? Thanks!

I actually did finally figure it out. The digital modulation in the trunked system was set to C4FM and not CQPSK. Once I got that corrected it worked just like it was supposed to. I'm guessing we were missing a lot more, but we just happened to notice it on the encrypted talk groups because that's where our attention was focused.
