Yes, regardless of the Ham vs Commercial. In the purest sense, you can link two repeaters via the internet.

And if tou're using a Quantar Base Station / Repeater, you've got to set the Tone Remote Control Key-Up function for TRC=Repeater so each repeater works correctly.

I have done off site linking between two Telex IP-223's with great success, you can even set TX and RX delay times to over come attack times on repeaters. The quality was great with no jitter or packet loss heard once with just residential internet connections.
