Min V Programming Problems

I built the Programming System as per Andy Knitt, but for some reason I still can't get proper communications between the pager and computer. I checked all troubleshooting tips that were listed on his page, and all voltages were proper. Although some that were supposed to be 5 volts were actually 5.95, not sure if that indicates a problem or not. Anyone have any ideas?
