Does anyone know what this is? Looks like some vest/radio carrier. It's on topic, the vest is from Motorola. :)

Railroads commonly use a lot of them too; you have the option as a conductor to carry your radio in that, or to wear a speaker mic. Needless to say, most choose the mic instead of the radio bra. :lol:

especially California.

Having worked in wildland fire at the federal and state levels...

We *strongly* recommend this type of harness for overhead rather than the more common commercial version that holds the radio diagonally across the chest... These typically include a strap of some sort to hold the antenna against the chest, further compounding the reduction of effectiveness of the rubber duck.

Looks more like the Halter design...

Big strap around the back of your neck, narrow strap wraps around the middle of your back...

Here's a good example of a more traditional chest harness...
