Normally when an FM receiver has open squelch and low audio it means that it has either low gain in the IF stages or the local oscillator is not present. The squelch won't close is because there is not enough noise being generated by the receiver to actuate the squelch circuit. This is also why the volume is low.

The service manual will tell you what levels to look for in the receive chain to isolate the part of the circuit that is causing the problem. Start by making sure the LOs are present.

There are some pretty cheap Sabers for sale by someone on the board right now if you need spare parts.

I have seen this problem. Many times it is a bad solder joint on one of the ICs. I usually add flux to the chips and use a large nozzle on my chipmaster and reflow the entire upper area. About half of the time this fixes the problem.

Since we are in the process of salvaging all of our Sabers I usually just replace the entire main board. Its been over a year since I have repaired a Saber without using the shotgun method.

And don`t forget the good old "corrupted service settings".
