I need to find out how to tell if a Syntor X9000E may or may not work on a SmartNet Type ll system. It seems that there's alot of info around on them, but I can't really make heads or tails about what to look for identify what its capabilities are.

It won't work on any system with NPSPAC channels (866-869) or splinter channels. It won't work at all once rebanding hits.

I already have it. It came with a couple Maratrac's and a handful of other radios and stuff I can actually use. (I only need radios for Ham, CAP, or MURS.) It uses the same personality board as the conventional X9000, but the jumpers need to be changed. The U501 EPROM is different and a trunking board is plugged in under the Internal Option Boards Shield:

There is an 800 MHz to 900 MHz Syntor X conversion on the Yahoo AR902Mhz group:

Since most RF circuits are essentially identical this 800 to 900 conversion can be applied to an X9000E that has been converted to conventional. The exception is the personality board and common circuits boards are different. You will also need a hacked RSS or an original HAM version of the X9000 RSS to program 900 MHz frequencies.
You could also substitute a Syntor X 800 MHz common circuits board along with a Syntor X personality board to convert it to a Syntor X.
If nothing else the X9000E personality board and the wiring harness to the common circuits board can be used to convert low-band/vhf/uhf Syntor X radios into Syntor X 9000 radios.
