HT1250 VHF Not Transmitting PL/DPL Encoding

HT1250 VHF full keypad stopped transmitting PL/DPL codes on all channels and confirmed with service monitor, voice audio OK. All RF functions OK. RX still operates normally and decodes PL/DPL properly. All programming is normal, reads and writes fine. Reading theory of operation, I am not clear on where TX PL is generated. Am I looking at a controller problem or replacing board? Any guidance will be appreciated.

Please check ASFIC part or the radio here all tone generated or U0404 also check your radio setting it may over look squelch setting in CPS
