They look like control heads for UHF IMTS Pulsar II units. I never installed this particular model - always the VHF with channel select, and the dial was under the handset.

For the UHF we used the ITT beige units.

They look like P1364 DTMF handsets.

Built in Pulsar II housings by the Motorola Special Applications Product Group for use with whatever 2-way you wanted to hook up too (Mostar, Syntor, etc at the time).

I've got a black one sitting next to the bar. It makes a great conversation piece. Used to belong to the sheriff here, who is now the county comish.
