I am programming some HT1250's for the first time...VHF...can they scan more then 16 ch's...and if so what do I need to do ?...the radio as some 60 ch's in it and the guys want to scan all of them.

Nope. You are SOL. You can only have 16 channels per scan list. The trick is to make more than one scan list and assign different channels to those respective lists. If you broke up those 60 channels by zone, you can easily create one scan list per zone, allowing you to scan those channels in that zone while you are using that zone.

BTW, All M portables are limited to max of 16 members to a scan list... event the illustrious xts3000!

I have a guy who has an HT1250 and wants to have Channel X always his first priority, but when he's one place he wants to scan the local fire and when he's another place he wants to scan the local PD and when he's home he wants to listen to his own PD and Fire.

So all the channels are programmed, except that Channel X is programmed three times, with -- you guessed it -- three different scan lists. The alphas are: Ch. X - PD Scan, Ch. x - FA Scan, and Ch. X - Home Scan, or something like that. He loves it.

Most Motorola radios have limited scan list sizes. The basic reason is that the scan function is designed for working radios, where practical scans are limited. Motorola radios are not good substitutes for a consumer-type scanner because they weren't designed to do that job.
