Has anyone had wiper problems like this? The wipers only run on highest speed and when turned off, they do not park at the bottom. Is this the wiper motor or the control module?

I don't know if this extends into the Crown Victoria line, but the F-series trucks have a long history (97-on at least) of bad "multifunction controls", i.e. the wiper/turn signal stalk. Right now, mine will sometimes cause the wipers to go only in fast mode, sometimes only at the lowest intermittent level, and sometimes the washer pump will stick 'on'. In addition, the right turn signal will not activate unless you wiggle the control around while it's in the right turn position.

Just food for thought :)

It's a bad wiper control module, replaced many of them.

The 'park switch' in the wiper motor unit is bad. Very common on the Vics and Tauruses. Some can be replaced and others need a new motor.
