Can an MTX9000 B5 do MDC1200 on conventional channels?

I wish it would. I have not found a way except using an aftermarket encoder.

If you load an MTS2000 codeplug into your MTX9000 with LAB, it will do MDC PTT ID encode.

That is all it will do - no ID display or status / message - apparently a limitation of the firmware, but maybe that's all you need.

When you program the alpha tag what is the limit of characters for the alpha tag. Also what can it display

i.e

operating freq and alpha tag

alpha tag

or

operating freq?

It can have up to 14 characters, single line display. It does not show any sort of frequency information, unless that's what you type in for the alpha tag.
