Does anyone know if it makes a difference what power VHF Spectra you have if you put a UHF VRS on it.I was told that it had to be a trunk mounted low power?--Thanks!

Well I've not heard of that one before and I'll admit I’ve never tried it. But since no one else has offered their 2 cent's worth:
A quick look at the RSS manual and there doesn’t seem to be a programming issue here.
Next you might want to consider the third harmonic radiation from your HP VHF unit.
If you have frequencies in the 150-160 MHz range you will need to avoid receive frequencies on the VRS in the 450 to 480 MHz range that are close to three time your assigned VHF transmit frequencies. Even though the Spectra easily meets FCC limits you can still desense the relatively poor VRS receiver.
