UCM is blank, no algorithms loaded.

Opening the radio will void the FM certification. Not sure if there are many shops capable of repairing & recertifying FM radios, the depot definitely has the capability.

So I should be able to load a key into it?

No you wont be able to load any keys into it as it doesn't have any algorithms loaded in it (ie DES XL, DES OFB, etc).

If you are concerned about the radio being able to pass water immersion tests, I wouldn't worry about it. I actually have the testing kit for that. Its a pressure pump with attachments etc. You are required to submerge the radio in distilled water for testing purposes. I won't do that, lol.

Anyway the radios are required to be tested every year. If its older than that it probably won't pass anyway. "R" radios are over rated.
